In May i am flying out west for a wedding north of Sacramento in Chico. It was cheaper to fly into SAN, so my mom is going to pick me up and head north to Chico. When we Booked the Flight the layover at DTW was like an hour, now its 38 minutes> Will 38 Minutes be enough time to connect at DTW in Concourse A?

It really depends. If one flight arrives at gate A30 and leaves from A45 you'll be fine. Also providing the flights arrive and leave on time. If your flight in is a bit late and you arrive at a B gate and depart from an A gate you might have problems.

i am on a a DC9-50 from IND- DTW and a 737-800 from DTW-SAN. I should be on concourse A, or does some Mainline fly into B and C

Mainline is A concourse only as far as I've seen. At least it is for DL/NW flights.
